Move that the Reseda Neighborhood Council approve the attached letter regarding CF-19-0192 created at the November 25th PLUM meeting with the input of Reseda Stakeholders, and forward it to the CD3 office, and any other relevant city officials and agencies.

Move that paragraph two of the letter be amended to read as follows: 'Our goals are to assist in the current housing crisis, to do so in the least negatively impactful manner possible, and to determine which, if any, of the Public Parking lots in CD3 might be appropriate for this, and in what manner. Clearly we would need to do studies on the lots in Canoga Park and Woodland Hills (and not just Reseda) before declaring them not viable. But, to date, no such studies have been produces to substantiate these declarations of non-viability.'

Moved that the following language be (re)inserted to the beginning of paragraph two: 'However, the letter supplied does not address concerns the stakeholders of Reseda have that their community is being targeted without alternative solutions being considered. It seems to our stakeholders that the only consideration taken into account when you formulated your motion was which lot is the biggest and easiest target to go after, and absolutely no consideration was given on how vital to the continued health and future growth of the Reseda Business community these Public Parking lots are and particularly in the precise location where this parking is currently supplied.'

X. IX.C Approval And Submission Of CIS On CF 19-1385 – Refuge Resettlement And Integration

In the Resolution dated November 8, 2019 City Councilmembers Blumenfield and O'Farrell moved that the City of LA declare itself a Welcome City, affirming its support for resettling refugees regardless of race, religion, gender, identity, sexual orientation, nationality or country of origin; further resolved that the City of LA continue to work with resettlement organizations to improve refugee integration; and called on President Trump to increase the US refugee resettlement cap for 2020. Whereas Reseda has room for exceptional business and community growth potential and whereas Reseda is an open community for people from all ethnic, cultural, and social backgrounds, I therefore move that this Council: (1) endorse and support CF 19-1385 and transmit that endorsement in the form of a CIS to the appropriate authorities; AND (2) further declare that the neighborhood of Reseda is a welcoming neighborhood for all person regardless of race, religion, gender, gender identity, sexual orientation, nationality or country of origin.
