M. Request for Action for STAP stations in Reseda
Discussion and possible action; submit a request for action (RFA) for CD3 and CD4 to elevate STAP stations in Reseda to "hot spot" status for increased maintenance. (Amos)
N. Bylaws Election Language addition due to an uncertainty in City Clerk Funding
Discussion and possible action, changed section X. Section 6. Other Election Related Language – Not applicable to read X. Section 6. Other Election Related Language -- In the event that Neighborhood Council elections are cancelled by the City of Los Angeles for any reason including lack of funding, emergency, or any other reason, the Neighborhood Council may vote to hold a selection in accordance with the rules and regulations promulgated by the City in lieu of an election. (Jamie) This addition is due to the City Clerk sending their 2026-2027 budget request to the Mayor without any budget for the election, so this additional language protects our ability to hold a democratic vote in the next election.

A. Request for Action for City Council to postpone deadlines for the Charter Reform Commission
Discussion and possible action; submit a request for action (RFA) to city officials and the Charter Reform Commission to postpone deadlines to allow for more public participation and consideration of proposed reforms. (Michelle)
B. Charter Reform Community Impact Statement
Discussion and possible action, a community impact statement regarding the actions of the Charter Reform Commission including but not limited to neighborhood council reform, government structure, police reform, ex parte communication disclosure, the ad hoc commission, and the actions of the chair, including a need for a new chair (Jamie)
C. Request for Action (RFA) for expansion of the JEDI Zone in Reseda
Discussion and possible action; submit a request for action (RFA) to CD3 to make a motion for City Council to expand the Jobs and Economic Development Incentive JEDI Zone in Reseda to include Sherman Way from Wilbur Avenue to Lindley Avenue. (Amos)
D. RNC 2026 Strategic Planning
Discussion and possible action; review the summary of the January 17, 2026 Special RNC Meeting and begin setting strategic goals for 2026-2027. (Amos)
E. Speed cameras in Reseda

G. (financial item) Bus Shelter and Bus bench ads
Discussion and possible action, Design artwork for bus shelter ads and bus bench ads. Approve up to $300 for bus shelter ad production. Approve up to $1600 for bus bench ads. Digital bus shelter ads if available are free, physical printed bus shelter ads cost $45 + tax per location (max 3 ads), bus bench ads cost $230 + tax per location (max 6 bus bench ads) Motion for the board to consider which if any of bus bench and bus shelter ads to design art for and how much the board wants to spend up to $1900 ( Rami, Jamie)

Discussion and possible action, approve up $800 for branded safety whistle keychains with carabiners
